LDAP wants moving off baker onto piper, along with the associated admin scripts.

Then we can decommision baker, and that's another U1 out of the way.

The LDAP server has been moved, although the old server will continue running in debug mode to pick up any missed references to baker. The user admin scripts are now available on gallifrey.
